WhatsApp has stopped giving new activation for calling facility. But now you can activate it by getting call from anybody.
Step 1: Install latest version.
Step 2: Ask your friend who has already activated WhatsApp call to call to your number from WhatsApp.
Step 3: Close WhatsApp and Open again. Done!
